How often a landlord has to replace the carpet and repaint?

I lived in Los Angeles county. I heard that after 5 years or 7 years, the landlord have to replace the carpet if he didn't replace after you have lived for 5 or 7 years, the landlord can't deduce money for the carpet or painting. If LL wishes to get quality tenants, they periodically repaint and replace carpeting, but they are NOT required to do so by local or state law, but by the law of supply and demand.



AND, if you damage or destroy LL's property, you are liable for repair or replacement, regardless of the age of it. It's wishful thinking or an urban myth.
